Job Summary
The Regional Operations Manager (ROM) will provide strategic and operational leadership for the implementation of all Council-led and Board-specific programmes aligned with the National and Regional Strategies. Under the direct supervision of the President, Regional Council for Hunza, and with a secondary reporting line to the Manager Operations, National Council, the ROM will coordinate and oversee the development, delivery, and evaluation of all community-based programmes in close collaboration with Program Officers, Office Secretaries, and regional Board members.
The ROM will serve as a key catalyst and integrator—ensuring effective institutional coordination, efficient programme execution, optimal resource utilization, and enhanced impact. The ROM will also ensure that the programmes of all Boards are efficiently implemented through their respective Program Officers and Office Secretaries, providing guidance, supervision, and support to ensure performance and alignment with national standards and strategic priorities.
Key Duties and Responsibilities
Programme Planning and Implementation
- Lead the implementation of all Board-specific programmes through a structured mechanism involving Program Officers and Office Secretaries, ensuring consistency, accountability, and quality across portfolios.
- Provide technical and operational guidance to program staff for effective execution of program interventions.
- Collaborate with the Regional Council and Portfolio Chairs to design and implement programmes that address regional priorities and align with national strategies.
- Develop annual operational workplans, budgets, and timelines in consultation with regional teams and submit them for approval to the National Council.
Institutional Coordination and Liaison
- Serve as the primary liaison between the Regional Council and Central Institutions, AKDN agencies, and other partners.
- Ensure smooth communication and coordination among all Boards, institutional portfolios, and implementing teams.
- Facilitate timely submission and approval of programme proposals and post-implementation reports.
Monitoring, Evaluation, and Reporting
- Establish monitoring frameworks to track progress, evaluate programme outcomes, and ensure scalability and sustainability.
- Regularly assess the performance of Program Officers and Office Secretaries in implementing programme activities.
- Prepare and submit analytical reports (quarterly, mid-year, and annual) with clear recommendations for improvements.
- Maintain a comprehensive database of beneficiaries, outcomes, and success indicators.
Data and Information Management
- Oversee the implementation and usage of a regional Management Information System (MIS) for tracking beneficiaries and programme data.
- Ensure accuracy, integrity, and security of data at all levels of programme implementation.
- Promote a data-driven decision-making culture across the region.
Human Resource and Volunteer Management
- Guide and supervise Program Officers and Office Secretaries for effective delivery of their responsibilities.
- Build the capacity of regional programme staff and volunteers through mentorship, training, and ongoing support.
- Ensure gender equity and inclusion in volunteer and beneficiary mobilization.
Strategic Communication and Engagement
- Represent the Regional Council in regional and national meetings, forums, and public events when required.
- Coordinate with the Communications Department for documentation, visibility, and publication of success stories and impact narratives.
- Strengthen relationships with community leaders, institutional stakeholders, and local government actors.
Additional Responsibilities
- Oversee shared services at the regional level related to programme delivery.
- Perform other duties as assigned by the Regional Council or National Office.
Required Skills
Qualifications and Competencies
Education:
- Master’s degree in Public Administration, Development Studies, Management, or a related field.
- Additional certifications in Project Management, Youth Development, or Monitoring & Evaluation are an asset.
Professional Experience
- Minimum 5–7 years of relevant experience in programme operations or development work within the Development sector, public sector, or corporate sector.
- Demonstrated experience in managing teams and overseeing multi-sector programmes.
- Experience with volunteer-based or faith-based institutions, especially within the AKDN system, is highly desirable.
Skills and Attributes

- Proven ability to manage complex programmes, multitask, and meet deadlines.
- Excellent communication skills in English and Urdu, both verbal and written.
- Proficiency in Microsoft Office Suite and project management tools.
- Analytical mindset with the ability to use data for decision-making and reporting.
Travel and Work Schedule
- Willingness to travel frequently within the region and occasionally to other parts of Pakistan.
- Flexibility to work evenings and weekends as per programme needs.
