Job Summary

The Program Officer will primarily be responsible for different aspects of programs and interventions across the Local jurisdiction. S/he will work closely with the institutional leadership at Local level. The incumbent will report to Regional Operation Managers (ROM) and Regional Academic Coordinator (RAC) to implement and manage programmatic activities with the support of Local leadership and portfolio members. S/he will also be responsible for continuously monitoring the programs for scalability and sustainability and developing tracking and impact reports to be shared with all the stakeholders. He/she will be responsible in overall coordination with all local and regional level stakeholders. He/she will also supervise local level administrative and Support staff.

Program Officer will be based at the local office located at Chotorkhand.

Functional Responsibilities:

  • Work with the ROM, RAC, and all the relevant stakeholders at the local and regional level to implement relevant programs of ITREB, and Council including (Youth & Sports Board, Health Board, Education Board, Economic Planning Board and Social Welfare Board).
  • Manage and Administer CFR campaigns, proper disbursement of various value coupons, collection and sharing reports with region and all stakeholders.
  • To serve as the point of contact for internal and external communications. Monitor and evaluate programmatic outcomes and provide recommendations for Managers and all stakeholders
  • Develop family development plan to improve the quality of lives of ultra-poor (targeted) household under SWB and EPB.
  • Identify needs at the local level and develop priority-based activities with the coordination of local portfolio members of the Councils, and ITREB. Implement current and planned programs/initiatives of the boards above-mentioned. Prioritize the programs as per local needs.
  • Assist in preparing yearly / quarterly / monthly work plans and budgets of Boards.
  • Assist in liaising with members, REC Management and other stakeholders.
  • Provide updates and other communication materials to the Department of Communication (DoC).
  • Manage all activities of CIVIC Initiatives with close coordination of National Regional and local focal person.
  • Facilitate in maintaining MIS/ of all the beneficiaries who have participated in the programs and interventions, and update the Program Updates (PUD) end of the programs, and assist ROM / RAC in developing a tracking mechanism of the beneficiaries.
  • Maintain and manage the SWB Beneficiary Tracking System (BTS) and special reporting Apps.
  • Preparing incident reports in case of any emergency in the either natural calamity or man-made issues (including road accidents etc).
  • Responsible to report the Council grant utilization report on monthly and quarterly basis to the regional office and share with other stakeholders if required.
  • Preparation of bi-monthly, quarterly, annually and special financial as well as social audits related to Council Grants and different, socio-economic interventions.
  • Prepare and consolidate periodic reports, proper record keeping (particularly financial and HR related reports).
  • Work closely with Security Coordinator and Member Public Affairs & Security committee for safety & security of the institutions at local and JK level.
  • H/She will be responsible for marketing of all programs/sessions among the community. Use and maintain DLRC utilization record and update it regularly.
  • Any other tasks are given by the National Portfolio’s Head of Operations, Regional Managers, Regional Leadership and Local leadership.

Required Skills

Education and Experience

  • The applicant should have a Master’s degree in any discipline (Preference will be given to candidates holding Master’s degree in Social Science, Development Studies. Management or Administration with a minimum of 3 years of experience; in programme coordination, programme/Project management and office management in the social, public or corporate sector.
  • The ideal candidate should be between the ages of 25-40 years.
  • Institutional and voluntary experience would be an added advantage.
  • Excellent interpersonal and communication skills and command over English and Urdu languages, ability to understand the local dialect will be an added advantage.
  • Must have excellent command over MS Office, especially MS PowerPoint, Word and Excel, as well as In‐page etc.

 

Travel and Schedule: Willing to work beyond normal working hours and travel within and outside assigned jurisdiction.
