Role and Responsibilities & Deliverables

Program Planning & Implementation

  • Develop comprehensive annual program agendas, detailed work plans, timelines, and budgets in close collaboration with National Council leadership and relevant committees.
  • Lead the operational execution of all program activities, ensuring they are delivered on schedule, to the defined quality standards, and within the allocated budget.
  • Following all policies and programs, control the policies and material procurement, and participant management.

Monitoring & Evaluation

  • Implement robust monitoring systems to track program performance against Key Performance Indicators (KPIs), including outputs, outcomes, and beneficiary reach.
  • Maintain and manage a centralized, accurate program database, ensuring all beneficiary data is systematically collected and stored.
  • Lead the development and implementation of a case tracking mechanism to monitor individual beneficiary progress and program impact.
  • Prepare and submit high-quality monthly, quarterly, and annual reports on program progress, risks, and outcomes for management and stakeholders.
  • Document and analyze program best practices and lessons learned to support continuous improvement and organizational learning.

Engagement & Communication

  • Act as the primary point of contact for all program-related communication, facilitating clear and consistent information flow between program teams, beneficiaries, National Council leadership, and partners.
  • Represent the program in internal and external meetings as required.

Administrative, Financial, & Compliance Oversight

  • Manage program resources effectively, including procurement processes, logistics, and detailed financial tracking to ensure prudent use of funds.
  • Ensure all program activities and documentation comply with National Council policies.
  • Support internal and external program evaluations, audits, and reviews.

Location:   National Council (NC) Office- Salamieh, Syria

Required Skills

Qualifications & Experience

  • Bachelor’s degree in business administration, Project Management, Social Sciences, Information Technology (IT) or a related field.
  • Minimum of 5 years of professional experience in program coordination, project management, or a similar role within a development context, NGO, or non-profit organization.
  • Proven experience in developing work plans, budgets, and monitoring and evaluation (M&E) frameworks.
  • Strong organizational and multitasking skills, with a demonstrated ability to manage multiple priorities in a fast-paced environment.
  • Excellent verbal and written communication skills in both English and Arabic, with experience in report writing.
  • High proficiency in Microsoft Office software (Word, Excel, PowerPoint) and experience with database management.
