Job Summary

BACKGROUND OF THE COMPANY:

Northern Pakistan Energy Limited (NPAK Energy), a subsidiary of Industrial Promotion Service (IPS) of the Aga Khan Fund for Economic Development (AKFED), operates based on a 30-year Concession Agreement signed with the Government of Gilgit-Baltistan (GB). Responding to the GB government’s request, NPAK Energy will develop the energy system to supply clean, reliable, and affordable electricity for all of Hunza as well as demonstrate the applicability and relevance of a regionally proven model for the operation of an integrated utility company in Pakistan.

It builds on the successful PPP solutions implemented by AKFED in both Tajikistan and Afghanistan, through NPAK Energy’s sister companies, Pamir Energy and Badakhshon Energy.

SCOPE OF THE WORK:

Under the overall supervision of the Procurement and Contract Manager, the Procurement and Contract Officer is responsible for the effective and timely execution of NPAK procurements and contracts, in full compliance with NPAK’s policies and procedures, and those of NPAK’s development partners.

Role and Responsibilities:

Procurement Planning & Development

  • Liaises with project managers to determine their product and/or service needs, in particular, to project-related capital expenditure and all other operating expenditures
  • In coordination with the line Manager prepares the Annual Procurement Plan for the projects and coordinates with technical staff to understand the technical requirements of the goods/service and delivery time during the year and submits for management approval
  • Assist in the development and implementation of strategies for procuring, storing, and distributing goods or services
  • Support the Procurement and Contracts manager in the development and implementation of inventory management/procurement procedures manuals and ensure it is strictly always adhered to those developed manuals.
    • Coordinates and/or develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications.
    • Coordinate and facilitate procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings;
    • Coordinate the maintenance of the procurement database;
    • Coordinate the preparation, review, tracking, and expediting of purchase orders;
    • Coordinate the auditing and review of invoices, and reviews and checks for accuracy, receipt of material, and compliance of purchase orders;
    • Review and/or develop bid evaluation instruments and the modification of solicitation, contract boilerplate, and other contract-related documents;
    • Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies, and recommends cancellation of contracts when deviations occur;
    • Evaluate expenditure data and makes projections to ensure appropriate use of funds
    • Negotiate contracts, contract renewals, and amendments;
    • Prepare specifications for requests for bids;
    • Resolve audit exceptions by defining causes of errors and recommending appropriate dispositions.
    • Develop contract administration policies and procedures.

Procurement and Contract Management

  • Identifies and researches potential new suppliers and updates the approved vendors / suppliers list
  • Assesses total costs of company purchases and identifies where potential savings can be made and submits for verification
  • In consultation with the line manager, evaluates, negotiates, and process the awards of the contracts in compliance with governmental and financing partners’ procurement laws/regulations/conditions
  • Provides procurement technical interpretation, instruction, guidance and assistance in accordance with Local and international laws and regulations
  • Manages each assigned purchase effectively and efficiently through the Company’s procurement process.
  • Prepare a full package of tender documents and implement the entire tender process
  • Assists in evaluating and recommending vendors and related products/services
  • Support in the development of the Procurement's contract management system
  • Initiate the designing and implementing sourcing strategies and procurement plans to support account, corporate and client strategies and objectives
  • Assist in the development of procurement evaluation reports
  • Manages the process of contract terminations, expirations, extensions and renewals. Interfaces with/advises peers and corporate management staff with changes or results
  • Manages the supplier performance management and development program
  • Prepare and design the RFP processes to support program goals and requirements
  • Liaises with relevant financing partners
  • Other duties may be assigned.

Required Skills

Skills and Qualification:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • University degree in business administration, economics, law, engineering (Civil, Mechanical or Electrical Engineering), or related field.
  • Three (3) years of professional work experience
  • Excellent written and verbal communication skills in English.
  • Strong organizational and analytical skills
  • Ability to provide efficient, timely, reliable and courteous reports to management and other stakeholders
  • Ability to effectively present information
  • Ability to respond effectively to sensitive issues
  • Knowledge and experience in FIDIC contracts management and PPRA.
  • Ability to solve problems involving several options in situations.

OTHER SKILLS and/or ABILITIES

  • Proficient in the use of Microsoft Office, Microsoft Project, and Outlook
  • Working knowledge of database reporting and platform manipulation
  • Familiarity with the use of contract management tools and procurement-related platforms
