Silver Jubilee Development Agency (SJDA) was established in 1984 and incorporated as a Company limited by guarantee under section 23 of the Companies Act 1913 (now, section 42 of the Companies Act, 2017) on October 30, 1984. The objective of establishing SJDA is to promote the socio-economic progress of the communities by developing and supporting programmes and institutions.
Programme Overview
The Poverty Elimination (PE) Programme is SJDA’s integrated, institutional response to improve the Quality of Life of the underprivileged members of the communities by supporting the families to increase income. The PE Programme is a flagship initiative aimed at reducing multidimensional poverty within the local communities in Pakistan. It focuses on enabling vulnerable families to graduate out of poverty through targeted interventions such as income generation, access to finance, education, skill development, health, and social protection. The programme aligns with the global vision of driving sustainable poverty elimination and promoting resilience through economic empowerment and social inclusion.
The programme aims to:
- Increase the Employment and Self-Employment opportunities;
- Support to establish small enterprises;
- Improve Agriculture productivity;
- Improve Livestock breeding/rearing.
Position Summary
SJDA is seeking applications for the positions of Monitoring & Evaluation (M&E) Officer with expertise in tracking, analyzing, and reporting program performance to support evidence-based decision-making and continuous program improvement.
The position will support the effective implementation of the Poverty Elimination (PE) Program by ensuring robust monitoring, high-quality data management, evidence-based reporting, and compliance with the approved PE Framework. The position will also contribute to continuous learning and program improvement by validating household progress, providing analytical insights, and strengthening the capacity of field teams
Position Locations:
- This position will be based in Gilgit covering (Hunza/Gilgit Region)
- The candidate can be transferred to any other location within the region as per the requirement of the program with the same terms and conditions of employment.
Reporting Relationships:
The position will report to the Manager M&E and will work in close coordination with him/her, or any other person designated by him/her.
Role and Responsibilities:
Monitoring & Field Oversight
- Conduct regular field visits to monitor program progress, verify household-level interventions, and assess the accuracy, completeness, and reliability of field data.
- Verify family progress through evidence-based field validation and documentation.
- Assess self-sustaining and graduated households on a sample basis using approved graduation and sustainability criteria.
- Conduct random reviews of feasibility plans and assess their alignment with household planned income targets and self-sufficiency benchmarks.
Reporting & Analysis
- Produce quarterly M&E reports in line with approved reporting formats and timelines.
- Prepare quarterly, half-yearly, and annual program progress reports in coordination with relevant stakeholders.
- Support the preparation of the Annual Impact Report through data analysis, documentation, and validation.
- Analyze program data to identify trends, risks, bottlenecks, and learning insights, and provide evidence-based recommendations to program management.
- Prepare analytical presentations, briefs, and progress updates for program management and stakeholders.
Data Management & Quality Assurance
- Ensure compliance with the approved Poverty Elimination (PE) Framework, operational guidelines, and reporting standards.
- Maintain and track follow-up checklists of critical action items and coordinate with relevant teams to ensure timely resolution.
- Conduct random MIS data checks and quarterly Data Quality Assessments (DQAs) to ensure data integrity.
Research, Surveys & Learning
- Support the design of surveys and studies, including development of tools, sampling strategies, and methodologies.
- Conduct lessons learned and reflection workshops and document best practices for program improvement.
Capacity Building & Technical Support
- Provide M&E-related technical support, guidance, and capacity-building support to field teams.
Other Responsibilities
- Any other task assigned by the supervisor.
Voluntary Engagement:
- Promote community participation in monitoring and evaluation processes, ensuring all groups are represented in surveys, assessments, and feedback mechanisms.
- Build and maintain relationships with community members and local institutions to facilitate accurate and timely data gathering.
- Act as “data scouts” – identify households or program areas where information gaps exist, and support field teams in collecting reliable and sensitive data.
Required Skills
Skill and Qualification:
Master’s Degree (16 years of education) from a HEC-approved institution or an internationally recognized university in Economics, MBA, statistics, social sciences, development studies, computer Science or Mathematics or in related discipline with minimum 3 years of relevant work experience in the development sector.
Professional Experience:
- Have a minimum of 03 years of work experience in a similar capacity, preferably in the development sector.
Language Proficiency:
Strong communication skills in English and Urdu (both oral and written).
Travel:
- Frequent travel within the region and across the region.
- Requires a flexible schedule to accommodate a non-traditional work week, including some evenings and weekends.
Profile, Skills, and Attitudes:
- Professional experience in monitoring, evaluation, and reporting of development programs, preferably in poverty alleviation or socio-economic interventions.
- Demonstrates analytical thinking and evidence-based decision-making to support program improvement.
- Comfortable with technology for data collection, management, and documentation, including MIS and reporting systems.
- Ability to handle sensitive program and household data with confidentiality and integrity.
- Strong interpersonal skills to engage professionally and cordially with communities, field teams, and stakeholders.
- Ability to work effectively and collaboratively in multi-disciplinary teams.
- Practices self-care and maintains professional resilience in field settings.
- Willingness to relocate to program sites as per organizational needs.
- Proficiency in MS Word, Excel, PowerPoint, and data visualization tools (e.g., Power BI).
- Good command of English, Urdu, and local languages relevant to field areas.
