Job Summary

Roles and Responsibilities

  • Lead the design, implementation, and oversight of organizational monitoring & evaluation frameworks aligned with strategic objectives and development/humanitarian partner requirements.

  • Design logical/result-based frameworks, KPIs, and performance indicators for programmes and projects in line with Global Frameworks and Systems
  • Ensure systematic monitoring of programme activities against targets, budgets, and timelines.
  • Lead baseline, midline, endline surveys, evaluations, impact assessment studies, perception studies, and learning reviews.
  • Lead M&E personnel of internal and external projects, coordinate M&E consultants, and provide technical guidance.
  • Maintain data quality assurance mechanisms and standardized tools across programmes and projects.
  • Ensure compliance with internal and donor reporting guidelines and contractual obligations.
  • Consolidate organizational performance reports and dashboards for the senior management.
  • Manage and enhance the Programme Management Information Systems (MIS) for improved functionality, real-time monitoring, data visualization, and efficiency.
  • Introduce consistent data collection templates and the use of data visualization tools across the region based on the Global team’s systems.
  • Promote the use of technology solutions for real-time monitoring and data visualization.
  • Facilitate documentation of lessons learned, case studies, success stories, and best practices.
  • Promote evidence-based learning and adaptive programme management.
  • Organize review meetings, reflection workshops, and learning forums.
  • Support integration of feedback mechanisms and accountability to affected populations.

 

  • Develop M& E guidelines, SOPs, and training materials and compliance, based on Head Office working papers.
  • Provide analytical insights to senior management for strategic planning and decision-making.
  • Support proposal development with logical frameworks, indicators, and M&E budgets.
  • Ensure integration of cross-cutting themes such as gender, inclusion, protection, climate resilience, and safeguarding within monitoring frameworks.
  • Regularly report on plans, achievements, challenges, and updates to the Head Office M&E Lead.
  • Work closely with Head Office on delivering M&E reports, data sharing, and system updates.

Required Skills

Education

  • Master’s degree in Monitoring & Evaluation, Economics, Development Studies, Statistics, Social Sciences, Public Policy, Information Systems, or a related field.

Professional Experience

  • Minimum 8 – 10 years of relevant experience in monitoring & evaluation, qualitative and quantitative research within humanitarian or development sectors.
  • Proven experience in leading evaluations, performance assessments, and data-driven learning initiatives.
  • Strong analytical, report writing, and data visualization skills.
  • Familiarity with donor compliance requirements and humanitarian standards (e.g., Sphere, CHS).
  • Strong knowledge of Results-Based Management (RBM) and logical framework approaches.

Technical Competencies

  • Expertise in quantitative, qualitative, and mixed methods research, studies, and evaluation designs.
  • Ability to define indicators, sampling strategies, and various data management tools.
  • Proficiency in data analysis tools (e.g., SPSS, STATA, or similar platforms).
  • Advanced analytical skills for interpreting datasets and generating insights for decision making.

Leadership and Behavioural Competencies

  • High level of integrity, attention to detail, and accountability.
  • Sets clear, costed, multi-year M&E/evaluation plan aligned with strategies and logframes.

 

  • Ensures independence, impartiality, and conflict of interest controls in ToRs and governance, and enforces organizational norms and standards and ethical safeguards in program and project delivery.
  • Leads diverse evaluation/M&E teams, coaches staff/consultants on M&E-related matters, builds capacity for staff and partners in research, studies, and M&E-related areas.
  • Ability to work under pressure and manage multiple priorities in complex and compound humanitarian settings.

The position is based in Islamabad but will require extensive travelling to the programme areas across Pakistan.
