Job Summary

 POSITION SUMMARY

The overall objective of this position is to ensure the Project’s Health and Safety compliance. The Health, Safety, and Environmental Officer shall be responsible for overall supervision, oversight, and monitoring of the implementation of health and safety measures.

The Health, Safety, and Environmental Officer will be hired by NPAK Energy Limited on a contractual basis initially for a duration of 1 year. The position reports to the Human Resource/Health and Safety Manager of NPAK Energy Limited.

Role and Responsibilities:

NPAK Energy Limited is hiring a Health, Safety, and Environmental Officer who is expected to:

  • Develop, implement, and maintain the HSE Management System in line with ISO, IEC, and NEPRA regulations.
  • Ensure compliance with electrical safety rules, grid codes, labor laws, and environmental regulations.
  • Prepare and update HSE policies, procedures, method statements, and safe work instructions.
  • Conduct Hazard Identification and Risk Assessments for generation, transmission, and distribution activities.
  • Identify electrical, mechanical, working-at-height, confined space, and environmental hazard
  • Ensure safe operation and maintenance of turbines, generators, switchyards, and systems.
  • Monitor LOTO (Lockout/Tagout), permit-to-work, confined space entry, and hot work systems.
  • Oversee safety of EHV/HV line construction, stringing, tensioning, live-line and shutdown maintenance.
  • Ensure compliance with minimum approach distances, grounding/earthing, and switching procedure.
  • Ensure safe practices for MV/LV line work, transformer installation, meter installation, and fault repairs.
  • Control public safety risks, including road crossings, working near live lines, and customer premises work.
  • Develop and deliver HSE training programs for employees and contractors.
  • Ensure competency certification for electrical workers, operators, and supervisors.
  • Conduct toolboxes, safety inductions, and refresher training.
  • Lead investigation of accidents, incidents, near misses, and dangerous occurrences.
  • Perform root cause analysis and implement corrective and preventive actions.
  • Maintain incident records and prepare statutory and management reports.
  • Review and approve contractors’ HSE plans, risk assessments, and method statements.
  • Monitor contractor compliance through inspections, audits, and performance reviews.
  • Enforce safety rules and stop unsafe work when necessary
  • Prepare monthly, quarterly, and annual HSE performance reports and KPIs.
  • Develop and maintain emergency response plans for fire, electrical accidents, and natural disasters.
  • Conduct emergency drills and coordinate with local authorities and emergency services.

 

 

Required Skills

QUALIFICATIONS & RELEVANT EXPERIENCE

  • Bachelor’s degree in H&S, Environmental Science, Civil Engineering, or technically relevant fields.
  • with HSE certifications such as IOSH, NEBOSH, OH&S management system, e.g., ISO 45001, ISO  14001.
  • Minimum 5 years of relevant professional experience in construction, transmission, and distribution.
  • Prior work experience in similar projects/industries
  • Sound technical understanding & scientific knowledge.
  • Proficiency in English, Urdu, and any local Languages of GB.
  • Demonstrable analytical skills and report-writing skills
  • Excellent management and communication skills
  • Proficient in Word, PowerPoint, Outlook, and Excel.
