Job Summary

Job Purpose:

To provide operational, financial, and administrative leadership to the National Conciliation & Arbitration Board for Pakistan (NCAB), by ensuring effective financial management, case documentation, reporting, and coordination with regional boards & other stakeholders. The role is critical in maintaining the smooth functioning of NCAB’s / RCAB’s & Panel offices’ financial, administrative and case management processes.

Chairman National Conciliation & Arbitration Board for Pakistan.

NCAB Office, Karachi

Role and  Responsibilities:

 

Financial Management & Accounts

  • Maintain accurate financial records and ensure compliance with financial policies and procedures.
  • Preparation of annual budgets.
  • Prepare and process cash requests, grant letters, vouchers, receipts & payments (R&P), and monthly closing reports.
  • Manage petty cash and ensure timely reconciliation.
  • Handle procurement of IT equipment, furniture fixture and manage all types of expenses on Pan Pakistan basis for the institution.
  • Manage disbursement of approved budgets including administrative and staff-related expenses.
  • Prepare and assist in internal and external audits. Ensure timely resolution of audit observations.
  • Oversee CAPEX, F&F payments to regional offices, follow up for vouchers, and make necessary accounting entries.

Policies & Procedure

  • Develop and implement Financial, HR, Fixed assets, IT and other required policies and Standard Operating Procedures (SOP).
  • Ensure that policies and procedure are updated on regular basis.

Case Management

  • Handle case documentation, printing, and data entry in the NCAB case system.
  • Maintain up-to-date case records and prepare monthly / quarterly case reports.
  • Support the preparation of reports / documentation required for review or audit.

Reporting

  • Prepare and submit monthly, quarterly & yearly financial and operational reports.

Administration & Logistics

  • Manage internal and external administrative tasks including procurement, hotel and air ticket bookings, transportation, and logistics for meetings / training events.
  • Prepare and implement NCAB Board & other meetings.
  • Organize and facilitate meetings, ensuring arrangements for travel, accommodation, refreshments and other logistics.
  • Maintain communication and coordination with Regional CAB offices, Grant & Review Board (GRB) and other institutions as required.
  • Staff Hiring both new as per approved headcount budget and replacements.

Training & Capacity Building

  • Support the organization of Mediation & Conciliation training programs and other awareness sessions for CAB members and Jamat by preparing materials, arranging stationery, and coordinating distribution of training materials under the guidance of respective NCAB Portfolio members.
  • Recommend & ensure training of staff  (Full-time & Part-time) employed at National, Regional & Panel level.

Liaison & Client Interaction

  • Liaise with the GRB, NCAB Members, CAB regional offices, and other relevant institutions.
  • Deal professionally with clients, regional chairs, and staff in person, via telephone, and electronically.
  • Support the members (National, Regional & Local level) appointment cycle process by coordinating documentation and scheduling as required.

Required Skills

Skills and Qualification:

  • Bachelor’s degree in Commerce, Business Administration, Accounting or a related field (Master’s degree preferred).
  • Minimum 3–5 years of experience in accounting, administration, or operations—preferably in a not-for-profit, institutional or legal environment.
  • Proficiency in MS Office (Excel, Word, PowerPoint) and accounting software.
  • Strong understanding of budgeting, audit preparation and financial reporting.
