About the Company: Silver Jubilee Development Agency (SJDA) is a company limited by guarantee, incorporated and subsisting under Companies Act 2017. It was established with the aim to promote the socio-economic progress of the communities by developing and supporting programs and institutions.

The Safety Lead / Manager will be responsible for overseeing the safety affairs of the buildings and institutional offices across the Country. Reporting to the Head of Security at Council for Pakistan, s/he will lead in preparing and implementing safety Standard Operating Procedures consistent with the laws of the land. The incumbent must understand structural and non-structural forecastable risks to physical building and infrastructures and their mitigation to ensure Safety throughout the institution.

Functional Responsibilities:

  • Conduct risk assessments  institutional offices and structures / facilities; to identify structural and non-structural hazards and vulnerabilities, develop mitigation plan.
  • Design and develop implementation plans, policies and procedures pertaining to the safety / work place safety & health matters of personnel, premises and construction environment.
  • Support, Prepare and ensure effective utilization of budget for safety initiatives and interventions.
  • Manage a log of all incidents / accident; develop a reporting mechanism and undertake investigation (where required) and devise preventive / corrective measures.
  • Update institutions about the safety conditions and conducts, ongoing analysis of data and prevention reports received from both external and internal sources.
  • Identify, reduce and manage risks (technical, statutory, health and safety, commercial or otherwise) associated with projects requiring safety review.
  • Assist in developing and implementing effective Critical Incident Management Plan (CIM) and Communication Management Systems.
  • Design and conduct Safety manuals, training and awareness program across Pakistan to promote safety culture amongst the stakeholders.
  • Create, review, and refine training materials by incorporating lessons learned, case studies, and good practices to ensure relevance and quality.
  • Oversee the editing, translation, and localization of training content to ensure linguistic accessibility, cultural appropriateness, and consistency of messaging.
  • Assess training resources and delivery gaps, and recommend suitable modalities such as in-person, virtual, or blended approaches.
  • Conduct post-training evaluations and monitor effectiveness to guide continuous improvement and alignment with strategic goals.
  • Liaison with AKAH for conducting Shake-out Drill and other safety related activities.
  • Implement AKDN SAFETY GUIDELINES across institutional facilities.
  • Ensure project compliance and QHSE regulations and standards are maintained consistently across the institutions.
  • Building external relationships with clients and supply partners to deliver major fit out and asset replacements projects.
  • Perform any other duties as deemed necessary by the supervisor, Executive Officer or the Office Bearers of the Council for Pakistan.

Required Skills

Job Specifications:

Professional Experience:

  • S/he must have at least 5 years of relevant experience of project / construction management, health and fire safety in high-rise and fit out industry preferably in real estate development / healthcare / manufacturing / public infrastructure.

Skills and Attitude:

  • High standard of core languages (Urdu and English)
  • High standard of IT skills to develop engaging training and reports
  • High standard of organizational, administrative and planning skills.
  • Ability to work unsupervised
  • Highly motivated
  • High level of communication and liaison skills at all levels.
  • Ability to travel across Pakistan.

Academic Credentials:

  • Incumbent must be Masters in Occupational Health and Safety/ Environmental Science/ Environmental Engineering from reputed Local / International university.
  • Must hold Certification in health and safety (e.g., NEBOSH IGC, OSHA, OSHP™ or equivalent).

 

Language Proficiency

  • Strong communication skills in English and Urdu (both oral and written); ability to understand regional languages will be an added advantage.

Travel and Schedule

  • Six days (Monday – Saturday).
  • Willingness to work beyond normal working hours and travel within Pakistan.
